After meeting with City of Tucson Ward 5 Councilman Steve Leal, Judy Bernal addressed the council at a public meeting at which she described "draconian conduct" by the City of Tucson Public Housing Authority. Judy Bernal stated that she and her two children were bribed in the amount of $3000 if they would "shut their mouths."
